Job Title: Contracting Officer/Manager (Bilingual Preferred)

We are seeking an experienced Contracting Officer to support all aspects of our government and commercial contracting operations. This full-time position is based in Okinawa and will play a critical role in developing new business, writing and managing proposals, and ensuring compliance with U.S. and Japanese contracting regulations. The ideal candidate will be fluent in both English and Japanese and have prior experience working in U.S. government contracting or a similar environment.
Draft, review, and submit detailed contract proposals for U.S. military and local government opportunities
Develop pricing strategies, technical narratives, and compliance documentation for bids and RFQs/RFPs
Support contract negotiation and administration throughout the contract lifecycle
Maintain and update contract files, modifications, and deliverables
Coordinate with internal teams and external stakeholders to ensure contract execution aligns with business goals
Monitor solicitation portals and identify new contracting opportunities
Assist with translation of contract documents (English ↔ Japanese)
Maintain compliance with FAR/DFARS, Japanese labor laws, and SOFA-related requirements
Provide operational and administrative support for all current contracts and new business initiatives
Serve as a liaison with government contracting officers and base officials
Minimum 3 years of experience in U.S. government contracting or related procurement roles
Strong knowledge of the Federal Acquisition Regulation (FAR) and government proposal processes
Native or business-level fluency in both English and Japanese (verbal and written)
Must reside in Okinawa, Japan, or be willing to relocate
Excellent organizational, communication, and writing skills
Proficient in Microsoft Word, Excel, and Adobe PDF tools
Ability to work independently and manage multiple priorities
Prior experience working on U.S. military bases in Japan
Familiarity with USFJ regulations, SOFA policies, and Japanese vendor registration
Knowledge of Wide Area Workflow (WAWF), SAM.gov, and GSA systems
Bachelor's degree in Business, Contract Management, or related field (preferred)
